The conversations explored how LEADER and CLLD can evolve into a more cross-cutting tool that connects policies like the CAP, Cohesion Policy, and beyond. As Europe revises its Multiannual Financial Framework, it’s a timely moment to rethink how rural development can be better integrated.
We believe LEADER is key to addressing major rural challenges: from depopulation and economic diversification to climate adaptation. However, funding silos continue to limit its full potential. ELARD is exploring a more coherent approach where Local Action Groups (LAGs) can have easier access to diverse EU funds while maintaining local leadership.
