The European Parliament recently published the factsheet “Second Pillar of the CAP: Rural Development Policy”, which identifies the legal base, the mission and the priorities, the measures defined at Community level and the financial aspects of the rural development policy. The LEADER approach with the minimum contribution of 5% from EAFRD are mentioned in the document. The document also includes a small review of the policy implementation and a brief presentation of the developments related to the post-2020 CAP reform and the role that the European Parliament will play in defining it.
The European Union’s rural development policy is intended to support the Union’s rural areas and to address the wide range of economic, environmental and social challenges they face. Contrary to the much narrower First Pillar of the CAP, in the Second Pillar, local, regional or national authorities can draw up their individual Rural Development Programs on the basis of the “menu” of measures defined at European level, which are financed through the European Union with national or regional public contributions.
